Update on Indictment Related to David Rubio

Posted Date: 9/19/25 (5:53 PM)

Dear Rainier Families,

We know this has been an especially difficult week for our community. News of the recent arrest of our Junior/Senior High School Principal Jeremy Williams, followed by news this morning of the indictment of David Rubio, who helped run wrestling clinics in Rainier, is concerning and unsettling.

What we know:

  • On Aug. 28, a Columbia County Grand Jury indicted David Rubio, a former Corban University wrestler, on multiple charges related to the attempted solicitation of a minor.

  • Mr. Rubio was arrested in Salem on Sept. 16. We were informed this morning.

  • Mr. Rubio is not employed by the Rainier School District. He previously served as a clinician at a wrestling clinic held at Rainier School District and hosted by Wrestling USA, which means some of our youth may have had contact with him earlier this summer.

Students and families who may have had contact with him through the wrestling clinic have already been contacted.

Law enforcement has confirmed to the district that there are no known Rainier students who are victims at this time, and there is no known incident related to his indictment on the Rainier campus.

However, investigators have not ruled out the possibility of additional victims. If you or someone you know has any information that may assist investigators, please contact Scappoose Police Officer Johnson at 503-397-1521 and reference case number #250039093.

We know this news is deeply concerning on top of the news about Mr. Williams earlier this week. As you know, we had a team of crisis response professionals on our campus today and will have them on campus again next week to support our students and staff.

Please remember the Columbia County mobile crisis line is available for support 24/7 at 503-782-4499. If you are ever concerned about the health and safety of a child, immediately report it to the local police or to the statewide abuse hotline at 855-503-SAFE (7233). Information can also be shared anonymously with the Safe Oregon Tipline, which is monitored day and night.

Our top priority is the safety and well-being of our students and families. Annually, every district employee is required to participate in mandatory reporter training, which means they must report any concerning incidents immediately to law enforcement or state agencies.

We will continue to work closely with law enforcement and keep you informed as we have more information. Thank you for your care, vigilance and partnership in keeping our community safe during what has been a trying week for all of us.

Sincerely,

Chad Holloway
